Kurung Kumey to meet Capital Complex in final

ITANAGAR, Dec 12: Bengia Mercy scored in extra time to help Kurung Kumey edge past East Kameng in the second semifinal of the 2nd Nyari Welly Memorial State Level Football tournament, 2013 at RG Stadium Naharlagun today to set up final clash with Capital Complex SC.

The match was taken to extra time after both the teams failed to score in regulation time. Kurung Kumey gallery erupted in wild celebration when the all important goal was scored five minutes before the final hooter.

Earlier, the match started in a promising note with both the teams creating couple of scoring opportunities.

Meanwhile, organizing committee chairman Takam Tallum Dado said that the crowd response for the women football was very encouraging. He hoped same kind of support from the audience in the final to be played on December 14.

 

EAC office at Pakke Kessang inaugurated

ITANAGAR, Dec 12: Health and family welfare minister Atum Welly inaugurated the EAC office complex at Pakke Kessang on December 9 last. The EAC office complex was executed by WRD Sub-Division (Independent) under SPA 2010-11.

Later addressing the gathering of public, the minister called on the public not to encroach government land.

The assistant engineer (independent charge), Hanu Techi Tara briefed about the project and appreciated the public and the contractor, M/S Mesnia Enterprise, Nirjuli, for cooperation and to make the project a success. The programme was also attended by all the HoDs under 12-Pakke Kessang constituency led by ADC Seijosa and a host of PRI leaders.

 

Barta captured, handed over to zoo

ITANAGAR, Dec 12: A rare snake species called Barta was captured by a local youth of Chayang Tajo in East Kameng district recently and handed over to Itanagar Zoo authority.

The reptile is currently under close observation of the experts and being quarantined. According to experts, the reptile is well adapted to its new environment as the reptile has reportedly hunted the prey (rodent) that was kept inside the cage along with the snake. However, the visitors have to wait until construction of a new and proper habitation for it in the zoo.

Barta is the new snake species discovered in Arunachal Pradesh few years ago. A snake belonging to the new species was caught by experts few years ago from Sango village of Papum Pare district. Barta is the most-feared creature among the tribes in Arunachal Pradesh. According to Nyishi folklore, sighting of a barta, meaning the deadliest of all the snakes, is a bad omen.

 

Arunachal selected for tableau presentation

NAHARLAGUN, Dec 12: After a gap of four long years, Arunachal Pradesh has been selected for the Tableau presentation at the national level this year. The tableau will be presented on the occasion of Republic day 2014 at New Delhi.

Prepared by the Arts & Exhibition unit of the Department of Information & Public Relations, the theme of this year's state tableau is 'Aji Lhamu Dance' of the Monpas & Sherdukpens representing the districts of West Kameng and Tawang.

Arunachal Pradesh is one of the 13 presentations (12 states of India and one from Ministry of Defence) selected for the tableau presentation this year. The last tableau presentation from the state of Arunachal Pradesh was in 2008 on the 'Dances of Khamtis' of Lohit district which earned huge appreciations at the national level. DIPR

ITANAGAR, Dec 12: In an appreciative gesture, the All Chimpu Area Youth Association has formed a youth task force to combat any kind of unlawful activities in the area.

Informing this in a representation submitted to the commandant, 1st AAP Bn, BHQ Chimpu, it extended its full cooperation to keep the area free from any unlawful activities.

 

Social service at Parbuk CHC

ROING, Dec 12: A Mass Social Service was conducted by the PRI leaders of Parbuk Village in and around the premises of Parbuk Community Health Centre (CHC) recently.  The Parbuk CHC due to inadequate staffs coupled with poor and dilapidated staff quarters was covered with jungles and grasses all around the premises. The PRI leaders of the area has organized voluntarily the much needed sanitary drive along with the students of Parbuk Govt Secondary School and Bolik Middle Schools to face lift the CHC premises.

 

Bandh call proposed on Dec 18

ITANAGAR, Dec 12: Reiterating fulfillment of its demand, the Nyishi People Forum (NPF) has proposed a 12 hours Capital Complex bandh on December 18 next.

NPF has been demanding that production of PRCs and land allotment certificates should not be made compulsory while obtaining ST certificate by indigenous tribal people of the state. It is also opposing the cost of land allotment form which is Rs 250.

 

PPA demands probe

ITANAGAR, Dec 12: The People's Party of Arunachal (PPA) city unit today called for formation of a committee to investigate the burning down of electoral roll revision documents near Hawa camp recently and to punish the guilty immediately.

Describing the incident as barbaric, the PPA said "It is unfortunate to learn that a legislator himself turns out to be a lawbreaker by burning down the election documents. This has shamed and shocked the entire state."

This is clear sign of breakdown of law and order in the state, the Party unit said adding such a barbaric act should be condemned by all the citizen of state.  The party also said that the Deputy Commissioner Kurung Kumey should be equally held responsible for such a savagery incident. It urged the DC to make his stand clear.

 

ZPMs suggest policy on transfer and posting

ITANAGAR, Dec 12: The ZPMs of Ziro-II and Raga Block have asked for their consultation to be sought before the transfer of any of the teacher and ministerial staffs from their respective blocks.

In a recommendation letter written to the Lower Subansiri DC, they suggested that the transfer should not be done without proper replacement to fill up the vacancy and that no person from outside the respective blocks should be allowed to fill up the posts sanctioned.

While asking to issue directives to the DDSE and DMO to ask the teachers and ministerial staffs to report to their place of posting, it said that if they disagree to go to their posting place may be asked to resign and fresh appointment be done against their posts.

In the past few years, we have observed that almost all the officials and teachers are concentrated in Ziro-I block, whereas the two blocks in question, Ziro-II and Raga, which have more population and where there is equal need for service are both starved of manpower even for basic and essential services, it wrote in its letter.

 

EDP on DTP begins   

ITANAGAR, Dec 12: An entrepreneurs awareness programme (EAP), week-long entrepreneurship development programme (EDP) on desk top publishing (DTP) began here today for 20 trainees.

Addressing the inaugural function, senior journalist Pradeep Kumar exhorted the trainees to rise to the occasion as Arunachal Pradesh is poised for a speedy development for which trained manpower would be required.

He lauded the Khadi & Village Industries Commission under union ministry of micro, small & medium enterprises for sponsoring the course to be conducted by the state unit of national Youth Project (NYP). The training will imparted by Deepak Sonar.

Kumar, who is also state NYP vice president, exhorted the 20 trainees, including 10 girls selected for the EDP to be sincere in undergoing the training to improve their skill. Those who qualify would be selected for undergoing three-week long skill development programme, he added.

HHSU team to visit schools

ITANAGAR, Dec 12: Hirik Hiru Students' Union (HHSU) in its executive body meeting today discussed various issues relating to education, health and other developmental activities within Kamba area.

The meeting after threadbare discussion adopted several resolutions, which included decision to inspect all the Govt. schools within the area to gather first hand knowledge about the problems faced by various schools due to shortage of basic school infrastructure, including classrooms, teachers' quarters, hostels and implementation and distribution of Mid Day Meal and school uniform to students.

The union also resolved to monitor and keep strong vigil on all ongoing state and central sponsored schemes of the area for their proper implementation.

Claiming delay in completion of some the projects under PMGSY, the union appealed to the implanting agencies carry out the work sincerely and complete them within the stipulated time. The union also appealed to the local MLA and ZPM of the area to give special attention towards the development of the area.

The union further demanded the West Siang DMO to do the needful for early posting of a medical officer at Kamba Primary Health Centre to serve the needy people.

The meeting further resolved to urge the competent authorities for declaration of ADC Kamba as Independent ADC headquarters for convenience of the rural populace.

 

Orgs plead for Deoris' ST status

ITANAGAR, Dec 12: All Arunachal Pradesh Tribal Welfare Association (AAPTWA), All India Deori Youth and  Students' Association (AIDYSA) and Deori Tribal Welfare Association (DTWA) Arunachal Pradesh in a joint meeting held at Banderdewa (Assam) on  December 8 unanimously urged  the Arunachal Pradesh Govt for restoration and  granting of  Schedule Tribe (ST) status to Deori community living in the state, according to a release issued by AAPTWA.

Informing that two-point resolutions were adopted in this regard in the joint meeting organized by the AAPTWA, the Association in a release today said that as per the historical records the Deori community has equal right to enjoy the ST status. "As per the documents Deori tribe was recorded as ST during the Union Territory of Arunachal Pradesh," the meeting observed adding that there are many relevant documents available which proved Deoris were ST.

Further the meeting opined that  no authority has right to deny the rights of the community in acquiring schedule tribe status since  the community has been participating in Assembly election since 1977 to 1990 from  Mahadevpur in Lohit district.

The meeting resolved to fight for the cause of the community in attaining ST status in Arunachal Pradesh and urged the state government to resolve the long-pending demand, the release said.

Fire devours commercial hub at Aalo

AALO, Dec 12: In a devastating fire that occurred at old market and New Market at around 7 am today, the commercial hub of Aalo Yuma Shopping centre along with more than 50 shops, three wholesale gowdowns and dwelling houses have been gutted to debris.

Altogether more than hundred families are reported to be affected and properties worth crores have been damaged. However no casualty has been reported. The two fire brigades from Aalo fire station, Army Fire Brigade and two JCBs pressed into service took time to put off the fire as bursting of LPG cylinders and combustible materials inside the shopping areas made it worse to control the fire.

The burning of Yuma Complex which existed as the first big structure at Aalo as Mima Cinema Hall which was later converted to commercial centre was a sad sight for many a onlooker.

Meanwhile, the district administration has constituted a board to make detail assessment of damages and immediate relief assistances to the fire victims are being worked out. DIPRO

Meanwhile, the Galo Peoples' Federation (GPF) and All Galo Students Union (AGSU) expressed shock over the fire accident of Aalo town.

The GPF was much critical about the district administration and the Fire Service for alleged unpreparedness and failing in their duty at the time of need. It urged the District Administration to take action against all those found to be negligent towards their duty during the unfortunate event.

Claiming that fire tender reached the spot lately and could not save the properties timely, the AGSU reiterated its demand for sufficient numbers of fire van at District headquarter to contain the recurrence of such incidents.

Both the organizations appealed to the State Govt. for immediate relief and rehabilitation for the victims and also urged upon its fellow Society members to donate voluntarily in cash and kind and support the fire victims at this very hour of need. AGSU also appealed the Chief Minister, Arunachal West MP and local MLA to take immediate steps for providing relief materials to fire victims.

The organizations, however, lauded the efforts of the ITBP and the Indian Army which fought bravely and dissuaded the fire from engulfing the entire Aalo Town.

 

 

40 pc royalty rate on timber fixed, tax on tobacco products  increased in state  

ITANAGAR Dec 12: With the Supreme Court banning timber operation since 1996 leading to drying up of main revenue source of Arunachal Pradesh, the State Cabinet headed by Chief Minister Nabam Tuki on December 11 in a landmark decision approved fixation of 40% royalty rate on timber and other forest produces in the state, revising the royalty rate after two years as per the cost inflation index over 2007.

This would help enrich the coffer of the fund-crunch state facilitating taking up of more developmental activities.

Concerned at the recent outbreak of epidemic in Longding district, the Cabinet approved creation of District Hospital for Longding with specialist doctors for child, medicine, gynaecology, surgery and anaesthesia.

It is worth mentioning here that the chief minister during his recent visit to Longding to take stock of the situation had assured the affected people of adequate medical facilities at their doorstep in order to check recurrence of such epidemics.

In order to discourage and minimize tobacco consumption in the state, the Cabinet in its decision approved increasing the existing tax on tobacco products from 12.5% to 20%. This decision would not only discourage consumption of these items but also enrich the state exchequer.

The department of Information Technology has been renamed as department of Information Technology and Communication after the cabinet nod, considering technical bottlenecks in facilitating effective IT related activities.

Realizing the huge potential of tourism sector, the Cabinet okayed a landmark leasing policy under public private partnership (PPP) mode to lease out tourism infrastructures to private parties, NGOs, tour operators to give a new thrust to the sector, informed Government Spokesman Nabam Rebia in a press statement today.

Parliamentary secy arrested, denies charges

Itanagar, Dec 12:  Arunachal Pradesh police today arrested a parliamentary secretary for his alleged involvement in snatching and burning of documents relating to electoral roll summary revision of Kurung Kumey district.

Tax & Excise Parliamentary Secretary Lokam Tassar was arrested from his official residence here, said Nabam Gungte, Superintendent of Police of Papum Pare district under which the state capital falls.

Since he is a member of the Assembly, the Speaker has been intimated about the matter, the SP said.

Tassar, a Congress MLA from Koloriang seat in Kurung Kumey district, denied his involvement in the incident. He said he was performing a two-day local puja in his house here and as per taboo he was prohibited to come out.

When produced before the court of judicial magistrate (First Class) at Kimin, Tassar was remanded to 14-day's judicial custody.

Tassar along with others allegedly burnt the documents on December 9 after waylaying a vehicle carrying the documents at Hawa Camp near Kimin.

The vehicle was on its way to Itanagar under police escort.

A group of people intercepted the vehicle, took out all the documents of electoral roll revision for Palin, Nyapin, Tali and Koloriang assembly constituencies and burnt them along with a computer and four digital cameras, Kurung Kumey Deputy Commissioner Gejum Ete said in his report to Chief Electoral Officer here on Tuesday.

Kimin police had registered a case against Tassar, for waylaying the vehicle on way from Koloriang to Itanagar carrying the electoral documents and other materials and burning them at Hawa camp, about 15 km from Kimin on December 9 last, according to Papum Pare SP Nabam Gungte. PTI/Source

 

 

CBI inquiry demanded on hydro project

ITANAGAR, Dec 12: Alleging corruption and misuse of fund sanctioned for construction of yet to be completed 19 MW Halaipani Hydro Power Project in Anjaw district, the Anjaw unit of Bharatiya Janata party (BJP) has demanded a CBI inquiry into the matter.

In its memorandum to the Anjaw Deputy Commissioner, the BJP alleged that the expenditure of the hydel project, which was started with an initial sanction of Rs 57 crore in 1998, has gone up to Rs 157 crore till 2013. Despite investment of such huge amount the project is yet to see the light of the day even after more than a decade, the party rued.

The party also demanded a high level inquiry into the alleged misuse of fund meant for construction of Manchal motorable suspension bridge over Lohit River by constituting a special investigation committee. Other demands of the party included, immediate handing over of Hayuliang to Goiliang and Goiliang to Glotonglat road to BRTF, cancellation of privatization of PDS, early completion of Kasopani, Tha-Pani, Mai-pani and Hatipani micro hydel projects, Posting regular medical staff and supply of life saving drugs and necessary medical equipments in the District Hospital, primary health centers, sub centers, proper implementation of total sanitation campaign (Nirmal Bharat Abhiyan) in the district, immediate de-reservation of Walong-Kibitho etc. and high level inquiry into various alleged misuse of fund and illegal appointment and corruption in SSA.

Earlier in the morning of December 10, the party led by state vice president Sotai Kri and prominent BJP leaders of Anjaw district staged dharna in front of the Hayuliang ADC's office to register their strong protest against these alleged corruption and misuse of funds meant for developmental activities.

ANSU alleges MLA of giving  shelter to accused, demands his arrest

ITANAGAR, Dec 12: Saying that an MLA had given shelter to the accused involved in the brutal murder of Bomjen Gapak right after the commission of the crime on the wee hours of May 27 last, The All Nyishi Students' Union (ANSU) has called on the Capital police to book him under appropriate law.

With the release, it provided a copy of one of the arrested accused's statement given to the police during interrogation where he mentions about going to the MLA's house after commission of the crime in the wee hours of May 27 last with all the other accused involved along with the weapon used.

The MLA should be also charged for concealing the murder weapon as the murder weapon was at his house for sometime before the accused took it and disposed it at its final place from where it was recovered by the police, it charged. Criminal is a criminal and should be treated as such. They should not be sheltered in the name of community, tribe, creed, district, by influence etc. The only place where criminals belong in the civilized society is behind the lock-up, it held.

The chargesheet as is available gives bailable sections to some of the accused which is deeply condemnable, since they can apply for bail just after a couple of weeks, it said adding that a couple of the chargesheeted accused culprits are still not behind the bars, whereas some of them are applying for bail.

Going by the chargesheet as framed by the police it is clear from the statement of the accused that one person who happens to be a son of an MLA has been named but neither he has been chargesheeted nor he has been arrested. Is he above the law? Whether the laws for the family members of a MLA are different from the common man? Or is he simply being sheltered and protected by the police because of the influence by his MLA father? It was clearly stated by this office earlier that no interference from any individual or organization will be tolerated. Interference as such will invite its own reciprocation for which that individual or organization will be squarely held responsible; ANSU stated further warning of action if the demand is fulfilled.

 

 

Workshop on sustainable drinking water & sanitation

ITANAGAR, Dec 12: In its endeavor to achieve the target set by the government to provide every rural person with adequate and minimum quality standard safe water through the National Policy Framework, the PHE & WS Yupia division has successfully conducted one day Block Level Workshop on Sustainable Drinking Water & Sanitation-cum-Training on handling of Field Testing Kits (FTKs) at Rono Ground Community Hall Doimukh today. More than 100 persons including all the grassroot PRI leaders under Doimukh CD Block participated the training. While delivering the key note address, Yupia PHED Executive Engineer, Bamang Tadh elaborated on the planning  and execution of water supply scheme under National Rural Drinking Water Programme (NRDWP) besides Nirmal Bharat Abhyan activities, urged the PRI leaders and other stakeholders to take advantage of this Training since the government has a proposal to hand over all the completed water supply schemes to the PRI through Village Water & Sanitation Committee (VWSC) for post commissioning operation & maintenance besides securing its quality by Water Quality Monitoring & Surveillance. In this connection the EE informs the VWSC members to open a bank account to operate the revenue generated besides support from the government.

Doimukh CHC Medical Officer Dr. Nabam Takang while attending the workshop as resource person enlightened the house on the cause of water borne diseases and its means of remedial measures. He informed that various deadly diseases like dysentery, typhoid, diarhoea, malaria and cholera are caused mainly due to contaminated and unsafe water. He also discussed how to take care of the personal hygiene and other precautions like habit of drinking boiled water and how to use in house water filter.

Karsingsa PHED AE, Er. Nabam Taga gave a Power Point Presentation on how to construct an Individual Household Latrine (IHHL). He informed that the unit cost of IHHL is 10,500 only with the sharing pattern like (Rs 3700,  Rs 1700, Rs  900, Rs 4500 - Centre, State, Beneficiary and  MGNREGA respectively). While the information regarding village water sanitation and quality of water was presented by District Water Quality and Sanitation Consultant Liyum Basar.

Participating the discussion Doimukh Anchal Chairperson Yab Lotus urged fellow PRI members to take full advantage of such training to enhance  their capacity building. He also stressed on the need for protection of water source and its cleanliness.

While attending the workshop as special guest Doimukh EAC M Padung Doke expressed her gratitude the PHE & WS Department for holding such training concerning to the rural people in connection with water and sanitation which is described as health and life. She offered her full co-operation if any required by the department.

On conclusion of the training each Gram Panchayat Segment were provided with one set of FTK by the department.

RUKSIN, Dec 12: On the advent of "Christmas", the Christian communities of different denominations under Bialat circle in East Siang today celebrated "Advent Christmas" at general ground of Bilat Circle office with religious fervour, in presence of Bro. ZD Lalthan Puia (Missionary) and other church leaders.

Attending the celebration as chief guest, the Speaker, Arunachal Pradesh Legislative Assembly, Wanglin Lowangdong exhorted the Christmas revelers to imbibe religious spirit to foster social harmony, promote brotherhood among various communities.

He said "Be a true Christian by truly loving the other believers and even the non-Christians besides the neighbours. One should love other irrespective of caste and community to foster unity and integrity among the people and it will lead the society on the path of development".

The speaker, who himself is a believer in Christ, said, everyone should heed the messages of God and follow the lines of morality in order to become a good one. In his maiden visit to the area, Lowangdong has acquired rare experience that believers of different denomination with the non-Christians are assembled at a common ground to hear the message of God.

Pasighat-West MLA Tangor Tapak, who also addressed the occasion, urged the local people to take religious path and maintain unity for overall development. He admired the assembly speaker for his successful leadership and worthy contributions towards the fifth Arunachal Legislative Assembly.

Bro. ZD Lalthan Puia (Missionary), in his inspirational and motivational speech appealed Christian brethren to be dedicated with religious activities. While conveying the message of God, the Missionary said that Christmas is the season for 'Love, Joy and Peace'; the very message of Jesus Christ while coming to this world in human form should be conveyed to the people. He also expressed his experiences during the formative years of Christianity in the state.

Earlier, Bilat Circle officer (CO) Ocean Gao, who was the chief patron of the celebration welcomed the participants and prayed the almighty God for their well-beings. He divulged that members from 16 different churches spreading in seven villages under Bilat circle participated the programme.

In the occasion, late Tabong Mesar was honoured with Pioneer Christianity Award, while Rev Tanya Riram and Yason Pasing were given Dedicated Servant Award and Soldier of Christian Award respectively.

PASIGHAT, Dec 12: An enlightened consumer is an empowered consumer who not only protects himself from exploitation but induces efficiency, transparency and accountability in the entire society. Realizing the importance of consumer empowerment government has accorded top priority to consumer awareness and the district legal metrology department is organizing many consumer awareness programs through exhibitions and demonstrations. This was stated by the Pasighat ADC, Rajesh Panyang while inaugurating 2 days consumer awareness cum exhibition, held at the Town Club Pasighat today amidst officers, leaders, traders and students.

The Chief Guest Panyang informed that Consumer Protection Act, 1986 has guaranteed several rights to consumers regarding quality, quantity, purity of goods etc. We have right to approach consumer forum for redressal of our grievances but very few percent of people know and have heard about the redress mechanisms system and never make formal complaint(s) which needs to be popularized with the help of media fraternity. It is very simple, speedy and inexpensive and redressed beyond the stipulated time frame of 90 days or 150 days, whichever is applicable, he added. Rights to be protected against the marketing of goods and services because the purchased goods and services availed not only meet our immediate needs but also fulfill long term interests. Before purchasing, consumers should insist on the quality of the products as well as on the guarantee of the products and services. They should preferably purchase quality marked products such as ISI, AGMARK, FPO etc, add the ADC in his speech.

Earlier, the Assistant Controller KP Tago in his keynote address explained the motive of the campaign and gave various tips on awareness. He while stating that consumer is the real deciding factor for all economic activities, appealed all to act like aware consumers and approach his department if overcharged or cheated. Tago informed that the exhibition/demonstration will continue for two days and further appealed Pasighatians to take full advantage of the campaign to gain good knowledge. Inspector Legal Metrology A Taba said the slogan 'Jago Grahak Jago' has now become a household name as a result of the publicity campaign undertaken by the both central and state governments and increased thrust in the country.

Later, the Deputy Commissioner Nidhi Srivastava who visited and declared the exhibition open admitted the high level of sophistication in marketing and selling practices and forms of promotion like advertising in TV channels and magazines have contributed to the increased need for consumer protections. The consumer protection act is the most important legislation enacted to provide for effective safeguards to consumers against various types of exploitations and unfair dealings and in helping consumers to exercise their rights, quality and standards have a crucial role to play. Standards provide consumers with reliable benchmarks of quality. The department has succeeded in putting in place an economic framework to promote quality, stated the DC. She assured to recognize the services of the volunteer students who toiled to get a closer look at the consumer's level of awareness of their basic rights and also the procedure for filing complaints which is easily accessible to common people.

 

 

Workshop on rural water supply management

LUMLA, Dec 12: PHE & WS Sub-Division, Lumla conducted a Block level Workshop on "Management of Rural Water Supply Schemes and Sanitation- Role of PRIs;" in Gahkyid Zomkhang Hall, Lumla yesterday.

M. Nyori, ADC, Lumla inaugurated the workshop. In his Speech he appealed to all PRI members to extend the awareness massages to all section of the society. He was accompanied by Tashi Dondup, CO, Lumla who also encouraged such social cause and highlighted the significance of the workshop.

Er. G. Mize, A.E PHE & WS Sub-Division, Lumla, with power point presentation briefly explained the role and responsibilities of PRIs regarding maintenance of Water supply Schemes. He stressed on opening of Joint Account between Member Secretary and Chairperson of VWSCs as per GOI's guide lines.

Out of 18 Gram Panchayats from Lumla Block, more than 50 PRIs members participated in the workshop.

Er. Ngurang Agung, Consultant (W & S) highlighted the aim and objective of NBA with Power Point Presentation. Er. Kagung Techi, in his Power Point presentation gave technical ideas on construction procedure for Low Cost Toilet. He also told the advantages of Double Decomposing Pit toilet.

Er. G.Ete Consultant (M&E) gave training to PRIs on water quality monitoring through Field Testing Kits (FTKs). In the end of the day, 18  numbers of FTKs were distributed to each Gram Panchayat.

 

 

Technology week of KVK began at Pampoli

SEPPA, Dec 12: The technology week of Krishi Vigyan Kendra (KVK) began at Pampoli of East Kameng district yesterday.

Attending as a Chief Guest Shri Apang Tamut. SP of Police released the souvenir and inaugurated the exhibitions.

Apang Tamut, SP while inaugurating the exhibitions said that time has come to make use of the technology unlike past ancestral days for better production in agriculture. He  called upon the agriculture and its allied departments to assist the farmers about quality of seeds, pest management and impart knowledge on technical known-now of the latest technology. Tamut, however, exhorted the farmers also to do hard work at the ground level to achieve the desired level of success.

He was optimistic to see that Pampoli being a potential area for agriculture and its allied activities, its produces should go to the markets. He urged the deptts to select the deserved farmers as beneficiaries and also to educate the beneficiaries.

Dadi Rimo, ZPM said that Pampoli area got enough land for agriculture and Horticulture and the people are hard working but the only thing is that they can't afford to purchase barbed wire and others for which he urged the deptts for necessary support and assistance. He also stressed on selection of beneficiaries to the deserving farmers and distribution of seeds in the right season.

RF Rimo, Ex- ZPM said that the land donated for KVK, Sericulture, Horticulture etc, should be put into use. The land may be encroached if it remains barren, he opined.

Dr. S. Bortakur, Programme Coordinator said that the training shall be imparted to the farmers and staffs of line deptts about the use of agriculture technology during the week-long programme.

Morality on display at Delhi

There seems to be no early end to the deadlock over government formation in Delhi with the BJP on Thursday rejecting Delhi LG's offer to form government saying it did not have the numbers. Delhi BJP CM candidate Harsh Vardhan met lieutenant governor Najeeb Jung on Thursday evening and stated the party's position. He told LG that his party has no number to form govt and will prefer sitting in opposition bench. BJP, along with its ally Akali Dal's one seat, has 32 MLAs in the 70-member House while Aam Admi Party (AAP) has got 28 seats followed by Congress' eight. JD (U) has won one seat while the Mundka seat had gone to an Independent.

Both BJP and Aam Aadmi Party have been sticking to their ground of not forming a government citing lack of clear mandate. It is something new trend that is being witnessed in the Indian politics. With Lokh Sabha election nearing both BJP and AAP is trying to showcase themselves as true champion of honest politics by refraining from govt formation. Both the parties are so near to govt formation but don’t have requisite number.   And for the moment they are not seeking help or trying to break down the smaller parties which are common sight in Indian politics. Let’s see how long they continue to uphold their morality.

Let’s save Panyor river

It is good to see that Panyor river festival is being organized on the banks of the Panyor River from 13th to 15th Dec, 2013 at Yazali town. The Panyor is a beautiful and very significant river for the people of Arunachal Pradesh. Organizing such festivals can help raise awareness about the rivers and various social, environmental, economic, cultural and aesthetic services that rivers provide. However this is to bring to the notice of the people of state as well as the organizers that a second hydropower project, namely Panyor is being proposed on the river. This will be constructed at Lemma village which is five km upstream of Yazali town. The proposed storage dam project will be located 12 km upstream of the existing Ranganadi HEP I dam and will submerge 7.5 km length of the river. This 108 m high concrete gravity dam will have an installed capacity of 80 MW.

What is alarming is that in scoping clearance application for the project mentioned “Downstream impact on water, land, human environment due to drying up of the river at least 10 km downstream of the dam.” This implies that the place where the Panyor river festival is currently organized will dry up for the most of the period during lean season after the construction of the dam. The project was discussed in the 69th meeting of Expert Appraisal Committee (EAC) on River Valley and Hydroelectric Projects, where the EAC has asked the project developer to resubmit the scoping clearance application with corrections and additional information. SANDRP had made a detailed submission to EAC (available at -http://sandrp.wordpress.com/2013/11/11/panyor-hep-in-ranganadi-basin/) highlighting the issues and impacts of proposed Panyor hydropower project not only on the immediate downstream but for the larger Subansiri basin and downstream Assam, where Panyor is known as Ranganadi.

Cumulative Impact Assessment: There are at least ten hydropower projects (in addition to the proposed project) at various stages in the combined Panyor(Ranganadi)-Dikrong basin, including one operating, one under construction, three TOR (Terms of Reference) approvals given and five MoA (Memorandum of Agreement) signed. A detailed list is given below -

1. 405 MW Ranganadi HEP (Existing, transferring water from Ranganadi to Dikrong)

2. 110 MW Pare HEP (under construction)

3. 60 MW Par HEP on Dikrong (TOR approved by EAC on 8/9/2012)

4. 60 MW Dardu HEP on Dikrong (TOR approved by EAC on 8/9/2012)

5. 66 MW Turu HEP on Dikrong (TOR approved by EAC on 8/9/2012)

6. 25 MW Adum (Upper) Panyor HEP: Upfront premium and application fee of Rs 11.05 lakhs received by Arunachal Pradesh government from BSS Arunachal Energy Development Pvt. Ltd. (on 10/03/2010)

7. 21 MW Panyor Lepa Middle HEP: Upfront premium nad processing fee of Rs 9.4 lakhs received by Arunachal Pradesh Government from JMD Power Solutions Pvt, New Delhi (on 27/08/2010)

8. 25 MW Papumpam HEP: allotted to: Meena Entrade and Engineering Pvt. Ltd. Naharlagun, AP. on 19/08/2008

9. 15 MW Papum HEP: allotted to Patel Tours and Travels (Mumbai) on Dec 12, 2008

10. 12 MW Poma HEP: allotted to Patel Tours and Travels (Mumbai) on Dec 12, 2008

The proposed Panyor HEP and all these other projects will put a question mark on the future of Panyor River, the services that the river provides and the wonderful festival. If this project comes up, the river as people know it now will be completely destroyed. The river’s water flow and silt flow pattern will change, its biodiversity will be destroyed and its flood characteristics will also change with greater possibilities of more destructive and sudden floods. The construction of the project will not only destroy the picturesque beauty of the river but also will leave no scope for adventure activities like rafting and angling, two of the main attractions of the ongoing festival. We hope that the Panyor River festival will highlight these issues and impacts of hydropower projects on the Panyor River and raise awareness on these. People should also take this opportunity to write to Union Ministry of Environment and Forests and MoEF’s Expert Appraisal Committee on River Valley Projects on their concerns.

Trying to fool innocent investors

Dear Editor,

This is with reference to the Notification labeled as DISCLAIMER issued by the Management, Seba Real Estate Limited on 12th December, 2013 wherein the Management Board headed have disclaimed that they have neither issued any preference shares to the public nor issued any advertisement inviting public to subscribe the Preference shares of the company as per the provisions of the section 67(3) of the Companies Act, 1956. No doubt, it is true and we are not concern about that since we have nothing to do with your preference shares. Our concern is that more than 97000 people have deposited their money in your company which amount to total money of more than Rs. 17 crores (approx.).  We are really fed up with repeated false assurances, false promises and lingering attitudes of the company for more than a year. As a result, we have lodged an FIR against the management trio on 11th December, 2013 as they are the main defaulters and who had misappropriated our hard-earned money and have been absconding leaving the rest to the lurch.

In fact, it can be easily inferred that your published DISCLAIMER is nothing but a corollary to our steps taken as mentioned above. But such notification citing various clauses of Companies Act, 1956 are sorts of petty excuses to misguide as well as to create confusion among the Marketing Executives, Depositors and the general public as a whole who are not well-versed with various Provisions of companies Act, 1956 and also have nothing to do with those Acts of the company. But anyone can clearly ascertain the underlying intention of such worthless and futile attempt to scare the Depositors from claiming their hard-earned money from the company as it has stopped paying the redemption money (maturity amount) since a year and had virtually closed down all its offices and branches of our state as well as in other parts of India owing to financial embezzlement and mismanagement of the company. In fact, their claim through disclaimer published itself is illogical and cannot be accepted in the sense that they had resorted to a kind of door to door campaign to persuade people to deposit money in their company by recruiting many Development Officers (D.Os) who were obligatory to recruit as many Marketing Executives as they want to mobilize people to invest money in 1, 2, 3, 5 year term deposits and One time fixed deposit with different interest rates such as 8%, 15%, 25%, 42% etc. dividend values. As such, altogether 76 D.Os and more than 4000 Marketing Executives (Agents) had been recruited by Seba Management for our state.

Regarding the second ground citing the involvement of myself, it may informed here for your kind knowledge that I was selected by all Marketing Executives of the state and it was dully supported by both Toko Obi, Executive Officers cum Agro Director and Gojum Nyodu, Regional Marketing Manager. Besides, it should be known that it a prerogative of every citizen or group of citizens to form any kind association within the land of the country for their own welfare bestowed by the constitution of India. Moreover, it is really urgent when it concerns rights and injustice done.

In this regard, I on behalf of All Arunachal Pradesh Seba Real Estate Marketing Executives Welfare Association cordially appeal all people of Arunachal Pradesh especially different Students’ Organizations, Youths Forums and various NGOs etc. to support us in our fight against injustice.

Syllabus needs revisit  

Dear Editor,

It is very painful to see the written syllabus of Mathematics subject for the post of Research Officer. The syllabus itself contains 25 pages and everyone is thinking how it is so lengthy? Also some topics included are not taught even during MSc course, so I don’t know how the syllabus was prepared. Even Math expert will find it difficult to crack the exam.
