ITANAGAR, Dec 12: Bengia Mercy scored in extra time to help Kurung Kumey edge past East Kameng in the second semifinal of the 2nd Nyari Welly Memorial State Level Football tournament, 2013 at RG Stadium Naharlagun today to set up final clash with Capital Complex SC.
The match was taken to extra time after both the teams failed to score in regulation time. Kurung Kumey gallery erupted in wild celebration when the all important goal was scored five minutes before the final hooter.

Barta captured, handed over to zoo
ITANAGAR, Dec 12: A rare snake species called Barta was captured by a local youth of Chayang Tajo in East Kameng district recently and handed over to Itanagar Zoo authority.
The reptile is currently under close observation of the experts and being quarantined. According to experts, the reptile is well adapted to its new environment as the reptile has reportedly hunted the prey (rodent) that was kept inside the cage along with the snake. However, the visitors have to wait until construction of a new and proper habitation for it in the zoo.

Bandh call proposed on Dec 18
ITANAGAR, Dec 12: Reiterating fulfillment of its demand, the Nyishi People Forum (NPF) has proposed a 12 hours Capital Complex bandh on December 18 next.
NPF has been demanding that production of PRCs and land allotment certificates should not be made compulsory while obtaining ST certificate by indigenous tribal people of the state. It is also opposing the cost of land allotment form which is Rs 250.
PPA demands probe
ITANAGAR, Dec 12: The People's Party of Arunachal (PPA) city unit today called for formation of a committee to investigate the burning down of electoral roll revision documents near Hawa camp recently and to punish the guilty immediately.
Describing the incident as barbaric, the PPA said "It is unfortunate to learn that a legislator himself turns out to be a lawbreaker by burning down the election documents. This has shamed and shocked the entire state."
This is clear sign of breakdown of law and order in the state, the Party unit said adding such a barbaric act should be condemned by all the citizen of state. ITANAGAR, Dec 12: Hirik Hiru Students' Union (HHSU) in its executive body meeting today discussed various issues relating to education, health and other developmental activities within Kamba area.
The meeting after threadbare discussion adopted several resolutions, which included decision to inspect all the Govt. schools within the area to gather first hand knowledge about the problems faced by various schools due to shortage of basic school infrastructure, including classrooms, teachers' quarters, hostels and implementation and distribution of Mid Day Meal and school uniform to students.

Fire devours commercial hub at Aalo
AALO, Dec 12: In a devastating fire that occurred at old market and New Market at around 7 am today, the commercial hub of Aalo Yuma Shopping centre along with more than 50 shops, three wholesale gowdowns and dwelling houses have been gutted to debris.
Altogether more than hundred families are reported to be affected and properties worth crores have been damaged. However no casualty has been reported. The two fire brigades from Aalo fire station, Army Fire Brigade and two JCBs pressed into service took time to put off the fire as bursting of LPG cylinders and combustible materials inside the shopping areas made it worse to control the fire.
The burning of Yuma Complex which existed as the first big structure at Aalo as Mima Cinema Hall which was later converted to commercial centre was a sad sight for many a onlooker.
Meanwhile, the district administration has constituted a board to make detail assessment of damages and immediate relief assistances to the fire victims are being worked out. DIPRO
Meanwhile, the Galo Peoples' Federation (GPF) and All Galo Students Union (AGSU) expressed shock over the fire accident of Aalo town.
The GPF was much critical about the district administration and the Fire Service for alleged unpreparedness and failing in their duty at the time of need. It urged the District Administration to take action against all those found to be negligent towards their duty during the unfortunate event.
Claiming that fire tender reached the spot lately and could not save the properties timely, the AGSU reiterated its demand for sufficient numbers of fire van at District headquarter to contain the recurrence of such incidents.
Both the organizations appealed to the State Govt. for immediate relief and rehabilitation for the victims and also urged upon its fellow Society members to donate voluntarily in cash and kind and support the fire victims at this very hour of need. AGSU also appealed the Chief Minister, Arunachal West MP and local MLA to take immediate steps for providing relief materials to fire victims.
The organizations, however, lauded the efforts of the ITBP and the Indian Army which fought bravely and dissuaded the fire from engulfing the entire Aalo Town.
40 pc royalty rate on timber fixed, tax on tobacco products increased in state
ITANAGAR Dec 12: With the Supreme Court banning timber operation since 1996 leading to drying up of main revenue source of Arunachal Pradesh, the State Cabinet headed by Chief Minister Nabam Tuki on December 11 in a landmark decision approved fixation of 40% royalty rate on timber and other forest produces in the state, revising the royalty rate after two years as per the cost inflation index over 2007.

Tassar along with others allegedly burnt the documents on December 9 after waylaying a vehicle carrying the documents at Hawa Camp near Kimin.

A group of people intercepted the vehicle, took out all the documents of electoral roll revision for Palin, Nyapin, Tali and Koloriang assembly constituencies and burnt them along with a computer and four digital cameras, Kurung Kumey Deputy Commissioner Gejum Ete said in his report to Chief Electoral Officer here on Tuesday.

CBI inquiry demanded on hydro project
ITANAGAR, Dec 12: Alleging corruption and misuse of fund sanctioned for construction of yet to be completed 19 MW Halaipani Hydro Power Project in Anjaw district, the Anjaw unit of Bharatiya Janata party (BJP) has demanded a CBI inquiry into the matter.
In its memorandum to the Anjaw Deputy Commissioner, the BJP alleged that the expenditure of the hydel project, which was started with an initial sanction of Rs 57 crore in 1998, has gone up to Rs 157 crore till 2013. Despite investment of such huge amount the project is yet to see the light of the day even after more than a decade, the party rued.

It was clearly stated by this office earlier that no interference from any individual or organization will be tolerated. Realizing the importance of consumer empowerment government has accorded top priority to consumer awareness and the district legal metrology department is organizing many consumer awareness programs through exhibitions and demonstrations. This was stated by the Pasighat ADC, Rajesh Panyang while inaugurating 2 days consumer awareness cum exhibition, held at the Town Club Pasighat today amidst officers, leaders, traders and students.
The Chief Guest Panyang informed that Consumer Protection Act, 1986 has guaranteed several rights to consumers regarding quality, quantity, purity of goods etc. We have right to approach consumer forum for redressal of our grievances but very few percent of people know and have heard about the redress mechanisms system and never make formal complaint(s) which needs to be popularized with the help of media fraternity. It is very simple, speedy and inexpensive and redressed beyond the stipulated time frame of 90 days or 150 days, whichever is applicable, he added. The Panyor is a beautiful and very significant river for the people of Arunachal Pradesh. Organizing such festivals can help raise awareness about the rivers and various social, environmental, economic, cultural and aesthetic services that rivers provide. However this is to bring to the notice of the people of state as well as the organizers that a second hydropower project, namely Panyor is being proposed on the river. This will be constructed at Lemma village which is five km upstream of Yazali town. The proposed storage dam project will be located 12 km upstream of the existing Ranganadi HEP I dam and will submerge 7.5 km length of the river. This 108 m high concrete gravity dam will have an installed capacity of 80 MW.
What is alarming is that in scoping clearance application for the project mentioned
“Downstream impact on water, land, human environment due to drying up of the river
at least 10 km downstream of the dam.” This implies that the place where the Panyor
river festival is currently organized will dry up for the most of the period during
lean season after the construction of the dam. The project was discussed in the 69th
meeting of Expert Appraisal Committee (EAC) on River Valley and Hydroelectric Projects,
where the EAC has asked the project developer to resubmit the scoping clearance application
with corrections and additional information. SANDRP had made a detailed submission
to EAC (available at -
Cumulative Impact Assessment: There are at least ten hydropower projects (in addition
to the proposed project) at various stages in the combined Panyor(Ranganadi)-
1. 405 MW Ranganadi HEP (Existing, transferring water from Ranganadi to Dikrong)
2. 110 MW Pare HEP (under construction)
3. 60 MW Par HEP on Dikrong (TOR approved by EAC on 8/9/2012)
4. 60 MW Dardu HEP on Dikrong (TOR approved by EAC on 8/9/2012)
5. 66 MW Turu HEP on Dikrong (TOR approved by EAC on 8/9/2012)
6. 25 MW Adum (Upper) Panyor HEP: Upfront premium and application fee of Rs 11.05 lakhs received by Arunachal Pradesh government from BSS Arunachal Energy Development Pvt. Ltd. (on 10/03/2010)
7. 21 MW Panyor Lepa Middle HEP: Upfront premium nad processing fee of Rs 9.4 lakhs received by Arunachal Pradesh Government from JMD Power Solutions Pvt, New Delhi (on 27/08/2010)
8. 25 MW Papumpam HEP: allotted to: Meena Entrade and Engineering Pvt. Ltd. Naharlagun, AP. on 19/08/2008
9. 15 MW Papum HEP: allotted to Patel Tours and Travels (Mumbai) on Dec 12, 2008
10. 12 MW Poma HEP: allotted to Patel Tours and Travels (Mumbai) on Dec 12, 2008
The proposed Panyor HEP and all these other projects will put a question mark on the future of Panyor River, the services that the river provides and the wonderful festival. If this project comes up, the river as people know it now will be completely destroyed. The river’s water flow and silt flow pattern will change, its biodiversity will be destroyed and its flood characteristics will also change with greater possibilities of more destructive and sudden floods. The construction of the project will not only destroy the picturesque beauty of the river but also will leave no scope for adventure activities like rafting and angling, two of the main attractions of the ongoing festival. We hope that the Panyor River festival will highlight these issues and impacts of hydropower projects on the Panyor River and raise awareness on these. People should also take this opportunity to write to Union Ministry of Environment and Forests and MoEF’s Expert Appraisal Committee on River Valley Projects on their concerns.

Trying to fool innocent investors
Dear Editor,
This is with reference to the Notification labeled as DISCLAIMER issued by the Management,
Seba Real Estate Limited on 12th December, 2013 wherein the Management Board headed
have disclaimed that they have neither issued any preference shares to the public
nor issued any advertisement inviting public to subscribe the Preference shares of
the company as per the provisions of the section 67(3) of the Companies Act, 1956.
No doubt, it is true and we are not concern about that since we have nothing to do
with your preference shares. Our concern is that more than 97000 people have deposited
their money in your company which amount to total money of more than Rs. 17 crores
(approx.). We are really fed up with repeated false assurances, false promises and
lingering attitudes of the company for more than a year. As a result, we have lodged
an FIR against the management trio on 11th December, 2013 as they are the main defaulters
and who had misappropriated our hard-
In fact, it can be easily inferred that your published DISCLAIMER is nothing but
a corollary to our steps taken as mentioned above. But such notification citing various
clauses of Companies Act, 1956 are sorts of petty excuses to misguide as well as
to create confusion among the Marketing Executives, Depositors and the general public
as a whole who are not well-
Regarding the second ground citing the involvement of myself, it may informed here for your kind knowledge that I was selected by all Marketing Executives of the state and it was dully supported by both Toko Obi, Executive Officers cum Agro Director and Gojum Nyodu, Regional Marketing Manager. Besides, it should be known that it a prerogative of every citizen or group of citizens to form any kind association within the land of the country for their own welfare bestowed by the constitution of India. Moreover, it is really urgent when it concerns rights and injustice done.

Syllabus needs revisit
Dear Editor,
It is very painful to see the written syllabus of Mathematics subject for the post of Research Officer. The syllabus itself contains 25 pages and everyone is thinking how it is so lengthy? Also some topics included are not taught even during MSc course, so I don’t know how the syllabus was prepared. Even Math expert will find it difficult to crack the exam.
